About the Project

Located in Yaphank, the Winters Rail Terminal will allow waste materials to be processed and then transported off Long Island for proper disposal. The facility will revolutionize waste transfer on Long Island, providing the necessary rail infrastructure for the next 50-plus years. It will also allow for direct rail service to businesses located in the planned industrial park. Other potential businesses to benefit from this project include distribution centers and warehouses, all of which will directly serve and benefit Long Islanders.

The project is being developed by Brookhaven Rail LLC, which is owned by Winters Bros. It’s expected to break ground in 2021 and is anticipated to be completed by 2023. But, we need your support to make it happen.

The facility will not handle hazardous waste, radioactive waste or medical waste.

The new transfer station will result in a consolidation of four solid waste operations – in Holtsville, Medford, Yaphank and Quogue – into a single location that will allow for reduced truck traffic and lower carbon emissions.

The transfer station will occupy approximately 50 acres of the 228 acre space and will include a recycling drop off center, electronic waste recycling, municipal solid waste (MSW) transfer station, C&D recycling center, a hub for trucking operations, vehicle maintenance and repair facility, and a scale house.

Approximately 30 percent of the property – 65 acres – have been placed in a conservation easement to preserve green space.

Winters Bros. has a successful record of serving Long Island since 1950 with a mission of creating a cleaner and greener environment for generations to come.

The Brookhaven Landfill is scheduled to close in 2024. The Winters Rail Terminal will provide the necessary infrastructure to handle the proper manage society’s waste.

The project will create 2,800 construction jobs and 2,000 full-time jobs for Long Islanders.

The Brookhaven Landfill currently accepts about 1.1 million tons of waste per year including construction and demolition waste, automobile fluff from metal shredders, and ash from incinerators. Without a rail served facility, an additional 60,000 truck trips per year will be needed to transport this waste.

For every 1 rail car is use, approximately 5 trucks are taken off the road.
Rail is the Best Solution for Waste Tranportation.

On average, railroads are three to four times more fuel efficient than trucks. Rail is one of the largest, safest and most environmentally friendly means of moving goods across the country, and more rail infrastructure and service is critically needed on Long Island. Although 19 percent of all freight moves by rail in the Northeast, only 1 percent is moved by rail on Long Island. This is primarily due to the lack of rail terminals. The Winters Rail Terminal will remedy this problem.

The project will be served by a Railserve LEAF locomotive that meets EPA emissions standards for its engines and reduces fuel consumption 45 to 65 percent over a conventional locomotive. Brookhaven Rail will use locomotives that are specifically designed for commercial yard switching application and that meet all EPA engine emissions standards.
